Requires all applicants for initial nursing care institution administrator licensure or assisted living facility manager certification to submit fingerprints for state and federal criminal history checks by January 1, 2026.

Adds requirement that nursing care institution administrator applicants obtain an associate degree in nursing or related health profession, or be licensed as a health professional in an inpatient health care institution.

Establishes an executive director position for the board with delegated authority to dismiss complaints, refer cases to formal hearings, issue letters of concern, and enter into consent agreements, with board review rights available within 30 days.

Increases civil penalty authority for violations from $500 to between $1,000 and $10,000 when imposed during formal interviews or hearings, in addition to existing penalties.

Modifies temporary license/certificate procedures to allow one renewal for an additional 60 days and removes automatic revocation for failing examinations, instead requiring case-by-case review.
