Prohibits Arizona National Guard from being called into active duty combat unless Congress declares war or acts under Article I, Section 8 of the U.S. Constitution, or the Arizona Legislature authorizes it by concurrent resolution.

Defines "active duty combat" as participating in armed conflict, performing hazardous service in a foreign state, or performing duty through an instrumentality of war while in active federal military service.

Requires the Governor to take all necessary actions to comply with these restrictions on National Guard deployment.

Establishes legislative findings asserting that Congress, not the Executive Branch, holds constitutional authority over declarations of war and that states should act to remedy unconstitutional federal actions.
