Reduces Department of Transportation appropriations by $55,910,000 from fiscal year 2022-2023 (from state highway fund) for the Interstate 10 project between State Route 85 and Citrus Road.

Reduces Department of Transportation appropriations by $52,090,000 from fiscal year 2023-2024 (from state general fund) for the same Interstate 10 project.

Transfers $55,910,000 from the state highway fund to the state general fund on or before June 30, 2024.

Appropriates $40,000,000 from the state general fund in fiscal year 2025-2026 and $93,000,000 in fiscal year 2026-2027 to the Department of Transportation for designing and constructing additional vehicle lanes with a lighted median on Interstate 10 between State Route 85 and Citrus Road.

Requires the Department of Transportation to use cost-plus-time (A+B) bidding methods for construction contracts to expedite the project.
