Amends Arizona Revised Statutes section 8-872 to add new requirements for investigations conducted before final permanent guardianship hearings.

Investigation must determine if reunification is not in the child's best interest because the parent is unwilling or unable to properly care for the child.

Investigation must assess whether the child demonstrates strong attachment to the prospective guardian and if the guardian has strong commitment to permanent care.

Investigation must determine if the child is subject to a pending dependency petition without adjudication, if adoption is unlikely, and if termination of parental rights is not in the child's best interests.

Renumbers existing subsections G through M as H through N to accommodate the new investigation requirements.
