Amends Arizona Revised Statutes section 45-576 to allow the director to consider only the proposed water source dedicated to a proposed use when determining if sufficient water will be available, regardless of whether water is distributed through a commingled delivery system with other sources.

Prohibits the director from requiring a subdivider applying for a certificate of assured water supply to procure or dedicate a water source that exceeds the proportionate share needed for the proposed use.

Changes a cross-reference in the statute from section 11-823 to section 11-822 regarding construction assurances for water facilities.

Designated as an emergency measure that is operative immediately upon passage.
