Amends section 16-452 of Arizona Revised Statutes regarding the Secretary of State's authority over election procedures and rules.

Adds new subsection E clarifying that the official instructions and procedures manual has the force of law only for provisions the Legislature specifically authorized the Secretary of State to include, not provisions included under the general grant of authority in subsection A.

Establishes that the requirement to adopt an official instructions and procedures manual shall not be construed as an excessive delegation of legislative powers.

Maintains existing requirements that the Secretary of State prescribe rules for election procedures in consultation with county boards of supervisors, issue the manual by December 31 of odd-numbered years preceding general elections, and obtain approval from the governor and attorney general before issuance.
