Requires the Secretary of State to submit annual reports to legislative leadership describing membership terms and the total number of voters removed from registration rolls along with removal reasons.

Establishes uniform county voter registration list maintenance programs compliant with federal voting rights laws, including address confirmation procedures and prohibition on canceling registrations within 90 days before primary or general elections.

Requires county recorders to certify list maintenance activities to the Secretary of State twice yearly, reporting the number of address confirmation requests sent, inactive designations, and cancellations.
