Establishes the Positive Alternatives for Pregnancy and Parenting Grant Program within the Department of Health Services to award grants to nonprofit organizations providing pregnancy support services.

Grants shall be awarded annually to direct client service providers offering at least five services including medical care, pregnancy tests, ultrasound, prenatal care, nutritional services, housing/employment assistance, adoption services, parenting education, and material items like cribs and car seats.

Direct client service providers must be 501(c)(3) nonprofits with a mission promoting healthy pregnancy and childbirth, provide free services, maintain financial accountability, and have operated for at least one year before applying.

Grant funds prohibit providers from encouraging or counseling clients to have abortions except when necessary to prevent the woman's death, from performing abortions, or from directly referring clients to abortion providers; grant money cannot be used for political or religious purposes.

Requires annual independent audits of providers and annual reporting by the Department to the Governor and Legislature on grants received, expenses awarded, and audit results; administrative costs for the program may not exceed ten percent of awarded grants annually.
