Amends Arizona Revised Statutes section 41-5401 to modify the Workforce Arizona Council's reporting requirements and duties.

Requires the Workforce Arizona Council to submit an annual report to the governor, senate president, house speaker, and joint legislative budget committee by December 1 each year.

Annual report must include performance data on workforce development programs disaggregated by race, ethnicity, sex, and age, participant numbers, training service costs, employment outcomes, and services for individuals with barriers to employment.

Adds requirement for the council to coordinate with state agencies and community colleges to produce outcome-based performance measures for all state workforce development programs.

Each state agency and community college must submit necessary information to the council by November 1 annually to compile the required report.
