Requires the Arizona Department of Health Services (administration) to ensure applied behavior analysis services for families and children are provided in flexible locations that meet each child's needs, with no preference for one delivery location over another.

Prohibits AHCCCS from using different fee schedules or reimbursement rates based on the service delivery setting for applied behavior analysis services.

Allows mileage reimbursement for travel to rural or wilderness areas as an exception to the uniform fee schedule requirement.
