Prohibits individuals, corporations, partnerships, associations, and other organizations that contribute to entities promoting bonds or budget overrides from bidding on contracts funded by those approved bonds or overrides.

Applies the prohibition to both school districts (Title 9, Chapter 4, Article 8) and counties (Title 11, Chapter 2, Article 4) in Arizona.

Takes effect once a bond is issued or budget override is approved by qualified electors.

Creates a conflict-of-interest restriction preventing financial contributors to ballot measure campaigns from profiting through subsequent government contracting.
