Adds section 21-316 to Arizona Revised Statutes establishing peremptory challenges in civil actions in superior court.

Grants each party four peremptory challenges in civil trials, with parties alternating strikes beginning with the plaintiff.

Provides that if a party does not use a peremptory challenge, that party waives remaining challenges, but the waiver does not affect other parties' remaining challenges.

Allows courts to grant additional peremptory challenges to parties with adverse or hostile interests on the same side, with equal challenges distributed to the opposing side.

Expresses legislative findings that peremptory challenges are substantive rights needed to secure impartial juries and restores limited peremptory strikes following the Arizona Supreme Court's 2021 elimination of such challenges in civil trials.
