• Amends Arizona Revised Statutes sections 49-210 and 49-245 to establish a general permit program for on-site wastewater treatment facilities.

• Allows on-site wastewater treatment facilities with a design flow of 3,000 to 75,000 gallons per day to operate under general permits if the installer is certified by the technology manufacturer and the service provider is certified by the technology manufacturer.

• Requires the director of the Department of Environmental Quality to issue a general permit for liquid effluent collection systems (septic tank effluent pump systems or gravity systems) by January 1, 2026, with all components owned or operated by a single person.

• Establishes that general permit fees are exempt from title 41, chapter 6 requirements and directs the legislature to base fees on the department's direct and indirect costs associated with the activity.

• Prohibits the director from requiring design modifications or associated fees during facility transitions to comply with revised general permit program rules.
