Requires the Arizona Corporation Commission to take a majority vote at a publicly noticed meeting before advocating for or against any federal or state legislation, regulation, or rule through commission staff or registered lobbyists.

Mandates the commission publish its position on proposed legislation on both its website and the legislative information system or comparable system used by the legislature or governor's regulatory review council.

Authorizes the attorney general to investigate violations of the publication requirement at the request of one or more members of the legislature.

Imposes a civil penalty of $500 per instance of noncompliance for the commission or a commissioner who fails to publish their position as required.

Allows individual commissioners to advocate for their own personal positions without triggering the requirements in this section.
