Establishes the Pinal County Transportation Needs Study Committee to assess current and projected transportation infrastructure needs including roadways, public transit, and multimodal options.

Committee must identify gaps and inefficiencies in Pinal County's transportation network and provide recommendations for future infrastructure investments and policy changes.

Committee shall submit findings and recommendations to the governor, legislature president, house speaker, Arizona Department of Transportation, and secretary of state by June 30, 2026.

Appropriates $500,000 from the state general fund in fiscal year 2025-2026 to the committee to collaborate with an Arizona institution of higher education on the study.

The appropriation is exempt from lapsing provisions and the entire committee section repeals December 31, 2026.
