Specifies signs must read "left lane for passing only, slow TRAFFIC keep right" and measure 48 inches in height by 48 inches in width.

Requires signs to include either a separate smaller sign or warning text stating "$200 fine" to notify drivers of the civil penalty.

Establishes a $200 civil penalty for drivers proceeding at less than normal traffic speed who fail to drive in the right-hand lane on these interstate highways.

Requires defensive driving schools and traffic survival schools to include educational information about right-lane driving requirements in their courses, and directs the Department of Transportation to include this information in examination and educational materials.
