Amends Arizona Revised Statutes Section 45-596 to require global positioning system (GPS) coordinates be included with the legal description of a proposed well location in notices of intention to drill.

Modifies the timeline for director approval of drilling cards from "within fifteen days of receipt" to "within fifteen days after receipt" of the notice.

Clarifies filing fees remain at $150 for standard well drilling notices and $100 for domestic-use wells meeting specified criteria (not in active management areas, maximum 35 gallons per minute capacity).

Applies GPS coordinate requirement to all well drilling applications in both active management areas and non-active management areas where notices of intention to drill are required.
