Amends Arizona Revised Statutes section 36-2907 to add preventive dental care as a covered service for adults age 21 and older under the Arizona Health Care Cost Containment System (AHCCCS).

Expands dental coverage under the existing $1,000 annual limit for emergency dental care and extractions to now include preventive dental services.

Prohibits monies from the hospital assessment fund from being used to pay for preventive dental care services, chiropractic services, or diabetes outpatient self-management training.

Makes conforming changes to existing statute language regarding Indian health service facilities and clarifies funding restrictions for optional dental services.
