Establishes Arizona BICYCLING special plates if $32,000 implementation fee is paid to the Department of Transportation by December 31, 2025, with design subject to department approval.

Charges $25 annual fee for bicycling special plates, with $8 designated as special plate administration fee (deposited to state highway fund) and $17 as annual donation.

Creates Arizona BICYCLING special plate fund to receive donations, with first $32,000 reimbursed to entity that paid implementation fee and up to 10% annually used for fund administration.

Requires fund monies be allocated to qualified 501(c)(3) organizations that produce bicycling events, have raised at least $101,000,000 for charities, existed for 38+ years, and annually host the largest U.S. bicycling event (over 6,000 cyclists on Saturday before Thanksgiving).

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to incorporate new bicycling special plates into existing special plates statutes and fund distribution procedures.
