Replaces specific water efficiency standards for plumbing fixtures with requirements that fixtures either be WaterSense-labeled, meet WaterSense program criteria established before January 1, 2027, or be fixtures for which WaterSense criteria have not yet been established.

Changes the effective date for plumbing fixture requirements from January 1, 1994 to January 1, 2027 for both residential and commercial/industrial/public construction.

Adds definitions for "WaterSense-labeled plumbing fixture" and "WaterSense program" referencing the U.S. Environmental Protection Agency's WaterSense program under America's Water Infrastructure Act of 2018.

Updates the water-free urinal standard from ASME A112.19.2M-95 and ANSI Z124.9-94 standards to the ASME A112.19.19 standard as in effect on January 1, 2026.

Adds authority for the director to waive applicability of the article to historic fixtures by rule and eliminates language conditioning water-free urinal installation in state buildings on whether the director determines it is in the state's best interest.
