Amends section 8-514 to prohibit the Department of Child Safety from refusing to place a child in a licensed foster home based solely on vaccination status of the child or other children in the home.

Amends section 8-514.03 to establish kinship foster care services and prohibit denial of kinship foster care placement based solely on vaccination status of the child or other children in the kinship home.

Requires kinship foster care parent applicants (not licensed foster parents) to be at least 18 years old and submit fingerprints for criminal background checks.

Authorizes kinship foster care parents to receive full foster care benefits, temporary assistance for needy families payments, and nonfinancial services including case management, parenting training, and respite care.

Requires the Department to provide written notification within 15 business days if kinship foster care placement is denied, including the specific reason and appeal rights.
