Director of the Department of Water Resources shall adopt rules to update groundwater modeling for active management areas to account for natural, incidental, or artificial stormwater recharge created through development of new or existing infrastructure.

Director shall assume stormwater recharge generated by new or existing infrastructure development will offset a portion of future groundwater use.

Director shall conduct annual updates to the groundwater model for active management areas to reflect new natural, incidental, or artificial stormwater recharge.
