Amends Arizona Revised Statutes section 49-371 to expand the definition of "county" for stormwater regulation purposes to include counties operating medium or large separate storm sewer systems under federal regulation, in addition to small municipal separate storm sewer systems.

Applies stormwater management program requirements and ordinance limitations to medium and large municipal separate storm sewer systems that discharge to protected surface waters, consistent with federal Clean Water Act requirements.

Extends the same regulatory restrictions to small municipal separate storm sewer systems that discharge to non-WOTUS (Waters of the United States) protected surface waters, treating them as if they discharged to WOTUS waters.

Maintains existing prohibitions on counties requiring duplicate permits for activities already regulated under federal or state pollutant discharge elimination system permits.
