• Cochise County Board of Supervisors may place a ballot question in the 2026 general election asking residents within the Willcox groundwater basin to establish a domestic water improvement district operating under Arizona Revised Statutes Title 48, Chapter 6.

• The domestic water improvement district would be limited to the portion of the Willcox groundwater basin within Cochise County and may provide drinking water delivery, water hauling services, and construct stormwater infrastructure to increase groundwater recharge.

• A majority vote by qualified electors within the proposed district boundaries establishes the district, with the ballot question stating "Should the domestic water improvement district be formed?" Yes or No.

• The formation election alone is sufficient to establish the district without requiring a petition or standard petition procedures otherwise required by law.

• Cochise County Board of Supervisors shall establish and publicly disclose the proposed district boundaries and must place the water improvements program vote on an open meeting agenda by July 2, 2026.
