Requires state agencies to submit proposed rules estimated to increase regulatory costs by more than $100,000 within five years to the Office of Economic Opportunity for review.

Prevents proposed rules estimated to increase regulatory costs by more than $500,000 within five years from becoming effective unless the legislature enacts legislation ratifying the rule.

Directs the Office of Economic Opportunity to submit qualifying proposed rules to the Administrative Rules Oversight Committee at least 30 days before the next regular legislative session for submission to the legislature.

Allows regulated persons and legislators to request the Office of Economic Opportunity to review proposed rules; agencies must terminate rulemaking if the legislature does not ratify the rule during the current session.

Exempts emergency rules under section 41-1026 and rules by the Corporation Commission from these requirements.
