Adds qualified immunity for peace officers who intercept, capture, disable, shoot, destroy, or otherwise render inoperative unmanned aircraft within 30 miles of Arizona's international border.

Provides immunity to public entities and public employees from liability to unmanned aircraft operators for injuries caused by peace officer actions against unmanned aircraft near the state border.

Protects public entities and employees from liability for injuries to persons (excluding unmanned aircraft operators) caused by peace officer actions against unmanned aircraft, unless the officer intended to cause injury or was grossly negligent.

Extends qualified immunity protections to contractors and contractor employees of public entities acting within the scope of their contracts.

Defines "unmanned aircraft" by reference to section 13-3729 and specifies that "unmanned aircraft operator" includes the owner and any person acting in concert with the operator.
