Permits condominium unit owners' associations and planned community associations to conduct meetings using online or virtual meeting platforms, subject to existing open meeting requirements.

Revises voting procedures after declarant control ends to eliminate proxies and require votes be cast in person, by absentee ballot, or by written ballot in connection with virtual meetings.

Requires associations to deliver absentee or written ballots to eligible voters at least 10 days before the deadline for ballot return, with delivery methods including mail or electronic means.

Mandates ballots clearly state the required quorum and percentage of approval necessary for each proposed action (except director elections), and prohibit ballots from authorizing another person to cast votes.

Requires retention of ballots, envelopes, and related voting materials in electronic or paper format for at least one year and makes timely delivered ballots count toward meeting quorum requirements.
