Prohibits state agencies and political subdivisions from requiring public works contractors to enter into neutrality agreements with labor organizations as a condition of bidding, negotiating, or performing work.

Removes previous prohibition on requiring project labor agreements, apprenticeship program participation, and contributions to apprenticeship programs registered with the U.S. Department of Labor.

Defines "neutrality agreement" to include agreements to remain neutral toward labor organizations, release employee information, allow property access beyond federal requirements, and recognize labor organizations without secret ballot elections.

Applies the same prohibitions against requiring neutrality agreements to energy facility construction projects subject to Arizona Corporation Commission approval under the environmental compatibility certificate process.

Clarifies that the law does not prohibit private parties from entering into voluntary collective bargaining relationships or interfere with activity protected by the National Labor Relations Act.
