Mandates landlords disclose exact rental amounts, mandatory fees, additional charges, and utility billing cycles on the first page of rental agreements and in all advertisements.

Allows tenants to stay a termination notice by paying at least 50% of rent within 4 days; if full payment is made within one week, late fees are canceled and the agreement is reinstated.

Requires court sealing of tenancy termination case records upon dismissal, judgment in tenant's favor, or satisfaction of judgment, restricting access to sealed records.
