Adds new paragraph 7 to Arizona Revised Statutes section 15-1626 requiring that when the legislature appropriates sufficient monies to fund at least 50% of tuition and mandatory fees for resident students, tuition and fee increases cannot exceed the annual percentage change in the metropolitan Phoenix consumer price index.

Prohibits tuition or mandatory fee increases for undergraduate students during their first four consecutive years of enrollment at an Arizona Board of Regents university, provided the legislature funds at least 50% of tuition and mandatory fees for resident students.

Renumbers existing paragraphs 7 through 21 as paragraphs 8 through 22 in subsection A to accommodate the new tuition restriction language.

Makes clarifying edits to language throughout the statute, including changing "its" to "the board's" and "its" to "the university's" for grammatical consistency.
