Raises the minimum age to purchase tobacco products and electronic smoking devices from 18 to 21 years of age.

Expands the definition of "tobacco product" to explicitly include electronic smoking devices, vaping devices, and all components and accessories regardless of nicotine content.

Requires retail tobacco vendors to verify government-issued photographic identification confirming purchaser is at least 21 years old before distributing any tobacco product, with an exception for customers appearing 30 years of age or older.

Prohibits self-service displays and vending machines for tobacco products except in bars that restrict entry to persons under 21 and employee lounges not open to the public that do not employ persons under 21.

Updates penalties to classify violations as petty offenses, replacing prior distinctions between minors possessing tobacco products and vendors selling to minors.
