Amends Arizona Revised Statutes Section 36-402 to add facility fees as a condition requiring licensure for outpatient treatment centers.

An outpatient treatment center owned by the same entity as a hospital can be exempt from licensure if it provides notice to the Department of Health Services, unless the center charges a facility fee.

Defines "facility fee" as any separate charge in addition to professional fees that covers building costs, electronic medical record systems, billing, and other administrative and operational expenses.

Outpatient treatment centers that charge facility fees lose their exemption from state licensure and regulation, even if they meet other exemption criteria.
