Adds Arizona Revised Statutes Section 8-865 to establish procedures for change of judge in juvenile court proceedings initiated under Article 11, Title 8.

Parties may request change of judge for cause based on five grounds: prior counsel engagement, judge's interest in the matter, judge's relation to a party, judge as material witness, or judge's bias or prejudice preventing fair and impartial proceedings.

Parties have one right to request change of judge without cause by filing notice on record or submitting a signed "Notice of Change of Judge" at least five days after assignment to a judge.

Right to change of judge without cause is waived if a party participates in any contested proceeding before that judge, including all successive petitions regarding the same minor or related minors.

Judge named in a timely filed motion or notice for change of judge may only take temporary orders necessary to prevent harm to the child before reassignment to another judge.
