Adds a new statute allowing groundwater and stored water recovered outside an active management area to be deemed physically available for new assured water supply designations if specific conditions are met.

Calculates available groundwater and stored water by adding 2023 withdrawals and estimated future demand, then subtracting 5% of each new alternative water supply multiplied by 100.

Limits initial designations granted under this section to 15 years and allows expedited modifications to include additional water supplies that do not involve groundwater or stored water from the active management area.

Establishes groundwater allowance calculation at 30 times the applicant's total groundwater deliveries during 2023 calendar year for designations including groundwater or stored water recovered outside the area of impact.

Requires two-thirds vote of each house of the legislature for enactment and declares the act an emergency measure effective immediately upon the governor's signature.
