Allows eligible applicants to request the Department of Water Resources review their denied or pending certificate of assured water supply applications in the Phoenix active management area.

Applies only to applications submitted between January 26, 2021 and May 31, 2023 that have not yet received approval or were denied as of the bill's effective date.

Department must issue a new written determination within fifteen days using either the 2006-2009 Salt River Valley regional model or the 2006 Lower Hassayampa Sub-basin groundwater flow model.

Department shall notify all eligible applicants within five days of the bill's effective date, with applicants having ninety days to request review.

Designates this as an emergency measure and automatically repeals the provision on December 31, 2025.
