Adds new fuel reformulation options for Area A, including federal conventional gasoline and gasoline blends approved by the U.S. Environmental Protection Agency, effective November 1 through March 31 annually.

Establishes a motor fuel waiver request process allowing any person to petition for waivers from motor fuel standards during supply shortages, with decisions required within seven days and approval authority shared between the state and federal EPA.

Requires the associate director to post approved gasoline formulations by area and maps of fuel regulatory areas on the department website, updated as new formulations are approved or denied.

Expands the definition of "governmental entity" in confidentiality protections for petroleum industry information to include state legislature members, agencies, committees and their agents.

Makes the amended fuel reformulation requirements conditional on EPA approval of proposed modifications to gasoline fuel formulation requirements in the state implementation plan for air quality by July 1, 2028.
