Allows power of attorney documents for total loss vehicle settlements submitted by licensed insurance companies or their agents to be electronically signed without notarization if the electronic signature uses NIST Identity Assurance Level 2 or higher authentication.

Requires a notation on the power of attorney form indicating that the electronic signature was obtained using NIST Identity Assurance Level 2 or higher authentication process.

Adds definitions for "agent" (including motor vehicle dealers and third parties authorized under title 28) and "sign electronically" to Arizona Revised Statutes section 28-370.

Requires financial institution lienholders of record to electronically submit repossession affidavits to the department when claiming ownership of a motor vehicle through repossession.

Protects the state and its agencies from liability for relying in good faith on the content of repossession affidavits.
