Repeals section 41-3025.10 of Arizona Revised Statutes and establishes a new termination date for the board of massage therapy on July 1, 2027, with full repeal of Title 32, chapter 42 on January 1, 2028.

Creates a board of massage therapy continuation study committee with 11 members including 3 senate members, 3 house members, representatives from postsecondary schools, law enforcement, massage therapy associations, and state officials.

Requires the study committee to deliver a report by December 31, 2026 with recommendations on whether the board should remain independent or combine with another board, expedited background checks, new technology systems, and establishment licensing requirements to combat sex trafficking.

Committee members receive no compensation but are eligible for expense reimbursement, and the study committee itself is repealed June 30, 2027.

Applies retroactively to July 1, 2025 and is designated as an emergency measure.
