Establishes a committee on executive director selection and retention consisting of behavioral health examiners board members and massage therapy board leadership to appoint the executive director of the behavioral health examiners board, who also serves as director of the massage therapy board.

Restructures the Governor's Regulatory Review Council from six members appointed by the governor to four governor-appointed members plus one member each appointed by the president of the senate and speaker of the house, with modified composition requirements.

Increases Arizona Criminal Justice Commission membership from 16 to 17 appointed members and requires appointive members to attend at least three of four annual meetings or their positions become vacant.

Sets sunset termination dates for multiple state agencies and boards: Governor's Regulatory Review Council (July 1, 2029), Arizona Criminal Justice Commission (July 1, 2029), multiple health boards including behavioral health and massage therapy examiners (July 1, 2031), and department of insurance (July 1, 2033).

Modifies school facilities oversight board operations including employee conflict-of-interest disclosure requirements, changes reporting procedures to electronic submission, and allows the board to determine substantial interests in board contracts.
