Prohibits municipalities from banning or restricting building materials in single-family residential construction if the materials are approved by the municipality's building code and meet code requirements.

Prohibits municipalities from imposing additional or different restrictions on prefabricated single-family residential buildings compared to comparable non-prefabricated residential buildings that meet applicable building codes and state/federal law.

Prohibits municipalities from regulating design aesthetics of single-family residential buildings except in areas designated as historic districts under state law or listed on the National Register of Historic Places.

Preserves municipal authority to enforce applicable building codes, fire codes, dark sky ordinances, and public health and safety standards.

Defines "prefabricated single-family residential building" as a transportable structure designed for use as a dwelling with or without a permanent foundation when connected to required utilities.
