Amends victim privacy protections in A.R.S. §§ 8-413 and 13-4434 to allow victims to request redaction of their names from public records if the agency reasonably expects release will cause harassment, threats to safety, or witness tampering.

Exempts victim name redaction requests from applying to records transmitted between law enforcement and prosecution agencies or courts, records of deceased victims, records with victim consent, court-ordered disclosures, and records after final disposition notice is received.

Adds vulnerable adult status (as defined in A.R.S. § 13-3623) as a category eligible for victim representative designation under victim privacy provisions.

Amends A.R.S. § 39-123.01 to allow public bodies to redact witness names from public records if the witness requests anonymity and release would reasonably result in harassment, threats to safety, or witness tampering.

Establishes exceptions to witness name redaction for witness consent, court-ordered disclosure, and cases where final disposition notice has been received.
