Establishes the Arizona blockchain budget initiative pilot program within the Department of Administration to assess feasibility and cost-effectiveness of using blockchain to record and publish budget data for selected state agencies.

Department shall select up to three agencies to participate based on budget size/complexity, technical readiness, and public interest, and must procure a blockchain platform that enables real-time data publication while protecting confidential information and remaining publicly accessible.

Participating agencies must record budget appropriations, actual expenditures, and update data at least monthly on the blockchain platform, with the Department providing guidelines, training, and infrastructure support.

Department must submit a preliminary report by December 31, 2026, and a final report by December 31, 2028, to the Governor, Legislature, and Secretary of State evaluating effectiveness, conducting cost-benefit analysis, and recommending whether to expand blockchain use to other agencies.

Appropriates $1,000,000 from the state general fund in fiscal year 2025-2026 to the Department of Administration for the pilot program and exempts the appropriation from lapsing provisions; the act repeals on December 31, 2029.
