Allows persons with a driver license or nonoperating identification license to request that the Arizona Department of Transportation note in their customer record that they may need a communication accommodation.

Allows vehicle owners to request that the department note in the vehicle record that an occupant may need a communication accommodation.

Requires the department to establish procedures that make these notations available only to law enforcement agencies.

Defines "communication accommodation" as an accommodation needed for a person with a disability that can impair communication.

Defines "disability that can impair communication" as a condition that impairs a person's ability to receive, send, process, or comprehend concepts of verbal or nonverbal communication or graphic symbols.
