Amends Arizona Revised Statutes Section 32-1155 regarding the filing and resolution of complaints against licensed contractors.

Changes language in subsection B from "thereof" to "of the citation" for clarity in describing service of citation and complaint by certified mail.

Maintains the ten-day response requirement for licensees to file a written answer after service of citation, with failure to answer deemed an admission unless attributable to excusable neglect.

Prohibits the registrar from issuing citations for unprofessional or non-compliant work if the contractor is not provided an opportunity to inspect within fifteen days of written notice, or if the work has been subject to neglect, modification, or abnormal use.
