Creates Native American Veteran special plates contingent on a $32,000 implementation payment to the department by December 31, 2025, with design subject to department approval.

Establishes a $25 annual fee for the plates, split between $8 for special plate administration (deposited to state highway fund) and $17 as an annual donation to a new Native American Veteran special plate fund.

Creates the Native American Veteran special plate fund to be administered by the director, with the first $32,000 reimbursing the entity that paid implementation costs and up to 10% of annual monies used for fund administration.

Requires fund monies to be distributed annually to a 501(c)(3) organization that provides motorcycle escort services for veteran funerals and welcome home events, community service projects for veteran home improvements, and outreach events addressing Native American military veterans' issues.

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to incorporate the new Native American Veteran special plates into existing special plate and highway fund statutes.
