Establishes separate building enhancement funds for each Arizona Historical Society chapter, composed of donations and proceeds from building operations.

Allows chapters to use fund monies to acquire, enhance, and maintain buildings and facilities with Arizona Historical Society approval.

Requires chapters to deposit all donations for building enhancement and building operation proceeds into their respective funds pursuant to state treasury requirements.

Mandates annual reports from each chapter to the Arizona Historical Society by December 1, accounting for monies received, sources, and expenditures.

Exempts chapter fund monies from the automatic lapsing of appropriations under state law, allowing funds to carry over year to year.
