Extends the cash assistance time limit from 12 months to 60 months for needy families under the Temporary Assistance for Needy Families (TANF) program.

Changes the cash assistance termination date from July 1, 2016 to July 1, 2025 for families that have received 60 or more months of assistance.

Eliminates subsection G provisions that previously allowed an additional 12 months of assistance for families with compliant work participation and children meeting school attendance requirements of at least 90 percent.

Applies retroactively to assistance received on or after October 1, 2002, and makes the amendments effective from and after June 30, 2025.

Maintains existing exemptions from the time frame for child-only cases, assistance units on Indian reservations with high unemployment, and other specified categories.
