Mandates biennial comparisons of private contractor performance against state-operated facilities based on ten professional correctional standards including security, inmate management, programs, safety, and health services.

Requires cost comparisons of private prison contracts to be conducted once every five years, with results provided to the joint legislative budget committee.

Allows initial correctional services contracts for up to ten years with two optional five-year renewal periods, and permits contract cancellation after the first year with ninety days' notice.

Restricts private contractors from delegating authority over inmate release date calculations, sentence credit procedures, work assignments, custody decisions, and disciplinary actions.
