Declares it unprofessional conduct for licensed health care professionals to provide conversion therapy to patients under 18 years of age.

Exempts clergy members acting in pastoral or religious capacity and parents/grandparents acting in parental capacity from the professional conduct prohibition.

Defines "conversion therapy" as practices seeking to change sexual orientation or gender identity, but excludes neutral mental health care, gender transition support, and discussion of moral or religious beliefs.

Prohibits state agencies and political subdivisions from spending state or federal monies to conduct, provide coverage for, or contract with entities that offer conversion therapy to minors under 18.
