Amends Section 40-360 of Arizona Revised Statutes to revise definitions related to the power plant and transmission line siting committee.

Modifies the definition of "plant" to change the threshold from one hundred megawatts to one hundred twenty-five megawatts for thermal electric, nuclear, or hydroelectric generating units requiring review.

Redefines "transmission line" to clarify measurement standards from the outside of substations, switchyards, or generating sites rather than from structures, and specifies lines must span more than one mile in length and support conductors at nominal voltages of 115,000 volts or more.

Removes language excluding structures located on substations, switchyards, or generating sites from the transmission line definition.

Establishes legislative intent for a single forum to expedite resolution of facility location decisions while providing public participation opportunities for individuals, conservation groups, and local governments.
